Comparison: State vs. Federal
• Rules. The federal rules relating to chlorofluorocarbon (CFC) management are effective in Alabama, although the state has not incorporated the rules into its own regulations. There is no state program for the recycling of CFCs. Follow the federal guidelines, and see the national section CFC MANAGEMENT for more information.
• Administration and enforcement. EPA administers and enforces the CFC management requirements.

REFRIGERANT MANAGEMENT PROGRAM
Sources that contain regulated refrigerants in quantities above the threshold for regulation should implement a refrigerant management program. The following is a brief checklist to assist with the development and implementation of such a management plan:
