Comparison: State vs. Federal
• Rules. The federal rules for the management of chlorofluorocarbon (CFC), hydrochlorofluorocarbons, and other ozone-depleting substances are effective in California, although the state has not incorporated the rules into its own regulations. The state has implemented specific regulations addressing CFC refrigerants in motor vehicles and CFCs used in consumer products, and several local air districts have established their own ozone-depleting substance regulations. In addition, the state's regulation of greenhouse gases (GHGs) has resulted in additional refrigerant regulations.
