Comparison: State vs. Federal
• Rules. The federal rules for the management of chlorofluorocarbons (CFCs), hydrochlorofluorocarbons, and other ozone-depleting substances are effective in Florida. Florida has adopted and incorporated by reference some of the federal regulations for stratospheric ozone protection but has not updated that incorporation by reference since 2001. See the national section CFC MANAGEMENT for more information.
• Administration and enforcement. DEP's Division of Air Resource Management and EPA administer and enforce all CFC management requirements in Florida.

REFRIGERANT MANAGEMENT PROGRAM
Sources that contain regulated refrigerants in quantities above the threshold for regulation should implement a refrigerant management program. The following is a brief checklist to assist with the development and implementation of such a management plan:
