Comparison: State vs. Federal
• Rules. The federal rules for the management of chlorofluorocarbon (CFC), hydrochlorofluorocarbons, and other ozone-depleting substances are effective in Louisiana although the state has not incorporated the rules into its own regulations. See the national section CFC MANAGEMENT for more information.
• Administration and enforcement. EPA administers and enforces the requirements for the management of ozone-depleting substances.

REFRIGERANT MANAGEMENT PROGRAM
Sources that contain regulated refrigerants in quantities above the threshold for regulation should implement a refrigerant management program. The following is a brief checklist to assist with the development and implementation of such a management plan:
□ Has the company/institution adopted a refrigerant management program?
□ Does the company/institution have refrigerant capture/recycling equipment in use on-site?
□ Is refrigerant capture/recycling equipment properly registered?
□ Are the employees using refrigerant capture/recycling equipment properly trained and certified?
□ How are chiller repairs and refrigerant leaks handled at the company/institution?
□ What is the company's/institution's primary choice for CFC replacement in cooling equipment?
