Comparison: State vs. Federal
• Rules. The federal rules for the management of chlorofluorocarbons (CFCs), hydrochlorofluorocarbons, and other ozone-depleting substances are effective in Virginia, although the state has not incorporated the rules into its own regulations. There are no state regulations pertaining to the management of ozone-depleting substances, but Virginia has a statute prohibiting the use of CFCs as a blowing or expansion agent in packaging material. • Administration and enforcement. EPA administers and enforces the federal CFC requirements in Virginia. DEQ enforces the prohibition on packaging material manufactured with CFCs.
Virginia specifically prohibits the sale of any packaging material that uses CFCs as a blowing agent or expansion agent.
