Rules. In Delaware, no person may initiate construction or install, alter, or initiate operation of any equipment, facility, or emissions control device that will emit or prevent emissions of an air contaminant without approval of a permit application. If a facility or piece of equipment is eligible for the registration program, construction or operation may begin once the registration form is submitted to the Delaware Department of Natural Resources and Environmental Control (DNREC).
