Comparison: State vs. Federal

Rules. To date the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. However, Arizona state regulations have established a renewable energy portfolio standard.

Administration and enforcement. The Arizona Corporation Commission administers the state's renewable energy portfolio standard.

Renewable Energy Portfolio Standard

AZ Admin. Code R 14-2-1801 to 14-2-1815

The Arizona Corporation Commission has promulgated a renewable energy portfolio standard that requires an incremental increase in the percentage of power coming from renewable resources each year, as follows:

  • 2006: 1.25 percent
  • 2007: 1.5 percent
  • 2008: 1.75 percent
  • 2009: 2.0 percent
  • 2010: 2.5 percent
  • 2011: 3.0 percent
  • 2012: 3.5 percent
  • 2013: 4.0 percent
  • 2014: 4.5 percent
  • 2015: 5.0 percent
  • 2016: 6.0 percent
  • 2017: 7.0 percent
  • 2018: 8.0 percent
  • 2019: 9.0 percent
  • 2020: 10.0 percent
  • 2021: 11.0 percent
  • 2022: 12.0 percent
  • 2023: 13.0 percent
  • 2024: 14.0 percent
  • After 2024: 15.0 percent

Distributed renewable energy requirement. Each affected utility company is required to meet a certain percentage of the renewable energy portfolio standard requirement by obtaining renewable energy credits from distributed renewable energy resources. See Eligible renewable energy ...
