Comparison: State vs. Federal

Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. In general, Arkansas has followed the lead of the federal government, although state legislation encourages the use of clean and renewable energy resources.

Administration and enforcement. The Arkansas Public Service Commission oversees the use of clean and renewable energy resources in the state. The AOGC regulates hydraulic fracturing operations in the state.

The Arkansas Renewable Energy Development Act encourages the production of electrical energy using renewable sources by allowing for net metering.

The Arkansas Clean Energy Development Act ensures that electric utilities must consider clean energy and renewable energy resources as part of an energy resource plan.
