Comparison: State vs. Federal

· Rules. To date, the federal government’s involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. However, Hawaii state legislation has established a renewable energy portfolio standard and requires the establishment of an energy efficiency portfolio standard. The Hawaii Clean Energy Initiative has set aggressive goals for the utilization of clean energy in the state.

· Administration and enforcement. The Hawaii Public Utilities Commission and the Strategic Industries Division of the Hawaii Department of Business, Economic Development, and Tourism is involved in the administration of the state’s renewable energy and other clean energy programs.

HAWAII CLEAN ENERGY INITIATIVE

The Hawaii Clean Energy Initiative seeks to transform Hawaii into a model for energy independence and sustainability by taking steps necessary to meet 70 percent of the state’s energy needs with clean energy by 2030. Achieving the goal requires reducing energy use through efficiency and developing renewable energy sources.

To that end, Hawaii has signed a Memorandum of Understanding (MOU) with the U.S. Department of Energy to achieve the following goals:
