Comparison: State vs. Federal

· Rules. To date the federal government’s involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. In general, Idaho has followed the lead of the federal government, although an executive order has stated a renewable energy goal and established an entity to oversee the development of a renewable energy portfolio.

· Administration and enforcement. Idaho Office of Energy Resources oversees the development of renewable energy resources in the state.

EO 2009-05

The Idaho Strategic Energy Alliance was formed under EO 2009-05 and charged with “the development of a sound energy portfolio for Idaho that includes diverse energy resources and production methods, that provides the highest value to the citizens of Idaho, that ensures quality stewardship of environmental resources, and that functions as an effective, secure, and stable energy supply.”

The energy portfolio will seek to meet Idaho’s goal that 25 percent of the state’s energy needs be provided through renewable and/or sustainable Idaho-based energy sources by the year 2025. Such resources include, but are not limited to:

  • Biodiesel;
  • Biomass;
  • Ethanol;
  • Methane digesters;
  • Wind power; and
  • Solar.
