Comparison: State vs. Federal
• Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. The Commonwealth of Kentucky has released a plan for creating efficient, sustainable energy, which indirectly addresses some climate change issues.
• Administration and enforcement. Kentucky's Energy and Environment Cabinet will be responsible for implementing the strategies outlined in the Commonwealth's plan for creating efficient, sustainable energy.
State Requirements
ENERGY PLAN
In November 2008, Kentucky released the Intelligent Energy Choices for Kentucky's Future: Kentucky's 7-Point Strategy for Energy Independence, which details the Commonwealth's plan for creating efficient, sustainable energy. The plan outlines the following seven strategies, states the goals of each strategy, and recommends actions to achieve the goals:
- Strategy 1: Improve the energy efficiency of homes, buildings, industries, and the transportation fleet. The goal of this strategy is to offset at least 18 percent of Kentucky's projected 2025 energy demand through the implementation of energy efficiency projects.
