Comparison: State vs. Federal
• Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. In general, Utah has followed the lead of the federal government, although state legislation has established a renewable energy portfolio standard.
Utah has developed state regulations to address hydraulic fracturing operations, as well as disclosure requirements for chemicals used in the hydraulic fracturing process.
• Administration and enforcement. DNR's Office of Energy will administer the state's renewable energy portfolio standard. DNR's DOGM administers and enforces the state's hydraulic fracturing regulations.
Renewable Energy Portfolio Standard
By 2025, at least 20 percent of municipal electricity sales must be composed of renewable energy resources, provided doing so is cost effective.
Utah has established a hydraulic fracturing (also known as "fracking") rule. The rule focuses on the reporting of chemicals used during the fracking process and includes operational requirements for fracking operations. For more information on the hydraulic fracturing process and regulation, see the national section ENERGY.
