Comparison: State vs. Federal
• Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. However, Virginia state legislation has established renewable energy portfolio standard goals and provided incentives for utilities to achieve those goals. Virginia has also established a 10-year energy plan and permitting requirements for small wind energy projects.
• Administration and enforcement. The Virginia State Corporation Commission administers the state's renewable energy portfolio standard. The Virginia Department of Mines, Minerals, and Energy prepared the Virginia Energy Plan and will likely require assistance from DEQ to achieve all the goals outlined in the plan. DEQ will oversee the permitting of small wind energy projects.
