Comparison: State vs. Federal

Rules. Virginia has a state program to control the discharge of toxic air pollutants by requiring all sources to comply with ambient air limits established by the Department of Environmental Quality (DEQ). In addition, the DEQ has incorporated by reference the federal National Emissions Standards for Hazardous Air Pollutants (NESHAP) standards, including the source-specific NESHAPs known as maximum achievable control technology (MACT) standards. Administration and enforcement. DEQ's Division of Air Quality administers and enforces the federal hazardous air pollutants (HAPs) regulations and the state toxic air pollutant regulations.
