Rules. Delaware regulates aboveground storage tanks (ASTs) under the Jeffrey Davis Aboveground Storage Tank Act; it contains standards for the construction, operation, inspection, maintenance, and repair of ASTs. The state has also adopted National Fire Protection Association (NFPA) Standards 30 and 30A. In addition, state statutes require owners of ASTs to obtain permits and, in certain cases, install secondary containment. Local governments may adopt more stringent AST regulations.
