• Rules. The Virginia Department of Environmental Quality's (DEQ) Brownfield Program provides a process for nonenforcement containment and cleanup actions, penalty immunity and mitigation in enforcement situations, and limits on liability for certain owners. The DEQ also administers the Voluntary Remediation Program (VRP), which is a mechanism for site owners and operators to voluntarily address contamination at sites with concurrence with the DEQ. • Administration and enforcement. The DEQ enforces the state's voluntary remediation regulations related to brownfields cleanup. The VRA provides funding for brownfields remediation projects for localities and governmental authorities.
