Comparison: State vs. Federal

Rules. Alabama's closure and post-closure regulations follow the federal rules, with an additional provision regarding the survey plat. In addition to complying with the general closure and post-closure standards, owners or operators of the various types of treatment, storage, and disposal facilities must meet closure and post-closure standards specific to their facility types. Alabama follows the federal rules specific to facilities using containers, hazardous waste storage tanks, land treatment units, and surface impoundments. The state has additional rules that apply to the final cover for a hazardous waste landfill and to its post-closure operation.

Administration and enforcement. The Waste Programs Branch of ADEM's Land Division administers and enforces the closure and post-closure plan rules in Alabama.
