• Rules. Florida rules for exporting and importing hazardous waste to and from a foreign country are the same as the federal regulations, with an additional state requirement concerning the distribution of certain documents with the Florida Department of Environmental Protection (DEP). The federal hazardous waste export and import regulations were revised, effective December 31, 2016, and are in effect in all states as of that date. The DEP will amend its regulations to mirror the revised federal provisions, which are more stringent than the ones they replaced. In the meantime, the federal regulations must be followed in the state. See the national section HAZARDOUS WASTE EXPORTS AND IMPORTS for detailed information.
Internationally, a number of countries have laws with restrictions on the import of hazardous substances and electronic equipment that contain certain hazardous chemicals. See the national sections CHEMICALS and ELECTRONICS for more information concerning these international directives.
• Administration and enforcement. The U.S. Environmental Protection Agency (EPA) administers and enforces the foreign export and import rules in Florida. DEP's Division of Waste Management administers and enforces the state annual report requirement.
