Comparison: State vs. Federal

Rules. Ohio's rules for exporting and importing hazardous waste to and from foreign countries are the same as the federal rules, with additional manifest requirements for imports. The Ohio Environmental Protection Agency (Ohio EPA) has adopted the federal used oil management rules that require transporters that import used oil from abroad or export used oil outside the United States to follow state used oil rules from the time the used oil enters and until the time it exits the state of Ohio. Administration and enforcement. In general, Ohio EPA administers and enforces the state's rules for exporting and importing hazardous waste. Ohio EPA administers the state's used oil regulations. There may be some instances where the U.S. Environmental Protection Agency (EPA) enforces these rules.
