Comparison: State vs. Federal

Rules. South Carolina follows the federal requirements for exporting and importing hazardous waste. Both the Environmental Protection Agency (EPA) and the Department of Health and Environmental Control (DHEC) must be notified under state rules governing export notification, manifest, exception, and annual report requirements. Either the EPA or the DHEC may extend the recordkeeping retention period during an enforcement action. The DHEC has adopted EPA's requirements for transboundary shipments of hazardous wastes between Organization for Economic Cooperation and Development (OECD) member countries.
