Rules. Wisconsin's rules for shipments of hazardous waste exported from and imported to Wisconsin follow the federal regulations. See the national section EXPORTS AND IMPORTS OF HAZARDOUS WASTE for a summary of the federal requirements.

DNR must receive the same notification of intent to export that is submitted to EPA. DNR is also notified along with EPA of any change in conditions from the original notification, including quantity of hazardous waste exported. Both DNR and EPA may request additional information regarding the exported hazardous waste. Exporters must file with DNR and EPA by March 1 each year a report summarizing the types, quantities, frequency, and ultimate destination of all hazardous waste exported during the previous calendar year.

Administration and enforcement. In general, DNR administers and enforces the state's rules for exporting and importing hazardous waste. There may be some instances where EPA Region 5 enforces the exporting and importing rules. The requirements for imports and exports of wastes that are considered hazardous and that are destined for recovery operations in the countries listed in 40 CFR 262.58 are administered by EPA and not DNR.
