Rules. Arkansas follows the federal regulations for handling, marking, treating, storing, and disposing of polychlorinated biphenyls (PCBs) and PCB items. See the national section PCB MANAGEMENT for additional guidance. Arkansas has additional requirements for liquid hazardous waste containing PCBs, and reporting, screening, and training requirements.

Administration and enforcement. EPA Region 6 is responsible for enforcing the PCB regulations under the federal Toxic Substances Control Act in Arkansas. ADEQ's Hazardous Waste Division and Solid Waste Management Division administer and enforce the state hazardous waste and solid waste requirements, respectively.

Annual Report

All generators of hazardous waste (including PCBs and PCB-contaminated waste) in Arkansas must prepare and submit a single copy of an annual report to ADEQ by March 1 of each year.
