Rules. New Jersey's property transfer law, the Industrial Site Recovery Act (ISRA), requires owners and operators of an industrial establishment to review the environmental condition of the property and develop a remedial action work plan as a condition to the business or property being closed, sold, or transferred. There are a variety of exemptions and waivers available under the ISRA requirements for property owners and operators.

The ISRA is one of the nation's most stringent property transfer laws, as it requires cleanup or remediation of hazardous waste before property transfer. The state has also adopted specific ISRA regulations under NJAC 7:26B-1.1 to 7:26B-8.4 and Appendices A to C.

Administration and enforcement. DEP's Division of Remediation Management administers and enforces the ISRA requirements.
