Comparison: State vs. Federal

Rules. Arkansas requires that solid waste haulers be licensed and follow certain collection and transporting standards. The Regional Solid Waste Management Boards may adopt stricter local standards. Transporters of cooking and food waste are obligated to take measures to avoid spills. Arkansas also has requirements for waste tire transporters that cover registration, recordkeeping and reporting, and fees.

Administration and enforcement. The Regional Solid Waste Management Boards administer the local solid waste hauler programs. The Boards may adopt stricter standards than the state. They may also set reasonable licensing fees and establish licensing requirements based on the size of the hauler's vehicle. ADEQ administers and enforces the waste tire regulations in Arkansas.
