Rules. Maryland has requirements for solid waste sewage sludge transporters, scrap tire haulers, and CCB transporters in connection with permitting, licensing, inspections, and recordkeeping.

Administration and enforcement. The Land Management Administration of the Maryland Department of the Environment (MDE) administers and enforces Maryland's solid waste transporter rules.

State Requirements




"Sewage sludge" means any thickened liquid, suspension, settled solid, or dried residue that a sewage treatment plant extracts from sewage.

"Sewage sludge cake" means sewage sludge with total solids content between 15 and 35 percent.
