· Rules. Alabama has been granted NPDES permitting authority by EPA. The state's NPDES permit rules follow the federal requirements, including the permit requirements and definitions for concentrated animal feeding operations (CAFOs).

· Administration and enforcement. ADEM's Field Operations Division administers and enforces the NPDES permit program for CAFOs in Alabama. The 67 SWCD offices have been designated by ADEM as the appropriate agency to file the initial Notice of Registration (NOR) for all AFOs. The SWCD assists and coordinates with ADEM to assist with permitting and operational requirements.
