Comparison: State vs. Federal

Rules. The state has established groundwater programs, including requirements to protect existing sources from contamination and for permitting withdrawals of groundwater supplies under the Virginia Ground Water Management Act of 1992 (VCA 62.1-258 to 62.1-270).

Virginia has adopted the federal hazardous waste rules, including the provisions for groundwater monitoring, by reference (9 VAC 20-60-264).

The state has also established statewide groundwater standards, as well as specific standards and criteria for specific physiographic provinces (9 VAC 25-280-10 to 25-280-90).

Administration and enforcement. Groundwater protection and monitoring regulations in Virginia are administered and enforced by DEQ.
