Comparison: State vs. Federal

Rules. North Carolina has adopted several rules allowing standards from state water quality variances under certain circumstances. The variance may be used as a procedural mechanism when seeking a more or less stringent categorical pretreatment standard than the one currently applicable to that particular type of industrial facility. Administration and enforcement. DENR's Division of Water Resources, together with EPA's Region 4 office, administers and enforces North Carolina's wastewater variance rules. Any notice of a public hearing on a variance must also be mailed to DENR's Public Water Supply Section.
