Effective July 1, 2015, the Workforce Innovation and Opportunity Act (WIOA) supersedes the Workforce Investment Act of 1998 (WIA) and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. Like its predecessor, the WIOA is a federal workforce development law that provides for state and federal employment, education, job training, and support services. The law is designed to help jobseekers access employment, education, training, and support services and to match employers with the skilled workers they need.

The WIOA requires that each state establish a state partnership made up of the state's governor; his or her representatives; and representatives of business, labor, youth activity organizations, vocation and adult education, state agency officials, and state legislators. The partnership must develop a detailed, thorough 3-year plan for submission to the federal secretary of labor, which must describe how the state will spend the funds for adults, dislocated workers, and youth.
Each state must establish a one-stop training system, with at least one center in each local area. All of the state's mandatory programs must be part of that one-stop center.
