Rules. Alabama is authorized by the U.S. Environmental Protection Agency (EPA) to administer its own air emissions permit program. Alabama requires new and modified sources of air pollution to be permitted. A construction permit has to be obtained before the modification of an existing source or installation of a new source begins. After completion of construction, an inspection is generally required before issuance of an operating permit. Title V sources are subject to separate operating permit requirements and fees.
