• Rules. Federal rules governing the combustion of hazardous waste in boilers and industrial furnaces have been promulgated under the Resource Conservation and Recovery Act (RCRA) and the Clean Air Act. Applicable boilers and industrial furnaces must comply with the RCRA standards and the source-specific NESHAP, also known as the maximum achievable control technology (MACT) standard, for hazardous waste combustors. Arkansas has promulgated hazardous waste regulations that follow the federal RCRA requirements and have been delegated authority to implement and enforce the federal MACT standard. • Administration and enforcement. ADEQ's Hazardous Waste and Air Divisions share responsibility for the administration and enforcement of the regulations governing the combustion of hazardous waste in boilers and industrial furnaces in Arkansas.
