Rules. Federal rules governing the combustion of hazardous waste in boilers and industrial furnaces have been promulgated under the Clean Air Act and the Resource Conservation and Recovery Act (RCRA). The exception is that the state has established more stringent requirements for metals emissions from boilers and industrial furnaces.
