• Rules. In Minnesota, the installation and operation of various boilers and industrial furnaces typically require an air quality construction and operation permit, which identifies the applicable requirements. Applicable sources must comply with the federal New Source Performance Standards (NSPS) for industrial/commercial/institutional boilers, the National Emissions Standards for Hazardous Air Pollutants (NESHAP) for industrial, commercial, and institutional boilers and process heaters, and the NESHAP for industrial, commercial, and institutional boiler area sources. In addition, the state has established regulations implementing emissions limits for various types of fuel-burning equipment.
