Comparison: State vs. Federal

Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and to providing financial incentives for renewable energy generation. However, Delaware state legislation has established a renewable energy portfolio standard, energy efficiency standards, and an energy plan.

Administration and enforcement. The Delaware Public Service Commission administers the state's renewable energy portfolio standard and energy-efficiency standards with support from the Delaware Department of Natural Resources and Environmental Control's (DNREC) Delaware Energy Office. The Governor's Energy Advisory Council updates the state's Energy Plan, which is also supported by DNREC's Delaware Energy Office.
