Comparison: State vs. Federal

Rules. To date the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. However, Florida is in the process of developing a renewable energy portfolio standard.

Administration and enforcement. The Florida Energy and Climate Commission and the Florida Public Service Commission will oversee the development and implementation of the state's renewable energy portfolio standard.

Renewable Energy Portfolio Standard

FS 366.92, FS 377.801 to 377.806, E.O. 07-127, and HB 7135

Florida does not have a renewable energy portfolio standard, but the state Legislature indicated that its intent is to promote the development of renewable energy resources. The Florida Renewable Energy Technologies & Energy Efficiency Act provides matching grants and other incentives to stimulate the investment in renewable energy resources in Florida.

Under E.O. 07-127, Governor Crist has requested that the Florida Public Service Commission initiate rulemaking to require utility companies to generate at least 20 percent of their electricity from renewable energy resources, with a strong focus on wind and solar power.
