Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. The Commonwealth of Kentucky has released a plan for creating efficient, sustainable energy, which indirectly addresses some climate change issues.

Administration and enforcement. Kentucky's Energy and Environment Cabinet will be responsible for implementing the strategies outlined in the commonwealth's plan for creating efficient, sustainable energy. The Kentucky Energy and Environment Cabinet's Division of Oil and Gas regulates the crude oil and natural gas industry in the state, including hydraulic operations. The Division approves all casing and cementing plans for horizontal wells and has field staff on-site during the drilling and hydraulic fracturing phases.

In November 2008, Kentucky released the Intelligent Energy Choices for Kentucky's Future: Kentucky's 7-Point Strategy for Energy Independence, which details the commonwealth's plan for creating efficient, sustainable energy.
