Comparison: State vs. Federal
• Rules. To date, the federal government's involvement in renewable energy programs has been limited to voluntary programs and providing financial incentives for renewable energy generation. However, New Jersey has established a renewable energy portfolio standard and has developed and continues to update the New Jersey Energy Master Plan detailing the state's energy goals and strategies.
• Administration and enforcement. The New Jersey Board of Public Utilities developed the New Jersey Energy Master Plan. However, the plan calls for the establishment of the State Energy Council, composed of 12 members from various state offices, boards, agencies, authorities, and commissions, and charged with ensuring that the goals and action items of the Energy Master Plan are being achieved. The New Jersey Board of Public Utilities administers the state's renewable energy portfolio standard.
The New Jersey Energy Master Plan "proposes a road map to guide [the state] toward a responsible energy future with adequate, reliable energy supplies that are both environmentally responsible and competitively priced."
