Comparison: State vs. Federal
• Rules. Before 2009, little action was taken at the federal level, beyond voluntary initiatives, to implement greenhouse gas (GHG) management strategies ensuring that GHG emissions are accounted for and controlled. However, the U.S. Environmental Protection Agency (EPA) has changed its stance and is initiating actions to monitor and control GHG emissions.
Indiana has not implemented any GHG management programs dealing with GHG emissions or climate change other than establishing major source permitting thresholds for GHG emissions that are in line with the federal provisions.
• Administration and enforcement. IDEM's Office of Air Quality will administer and enforce the permitting requirements that have been implemented in Indiana.
