Comparison: State vs. Federal

Rules. Before 2009, little action was taken at the federal level, beyond voluntary initiatives, to implement greenhouse gas (GHG) management strategies ensuring that GHG emissions are accounted for and controlled. However, the U.S. Environmental Protection Agency (EPA) has changed its stance and is initiating actions to monitor and control GHG emissions.

Louisiana has implemented permitting thresholds for GHG emissions that are in line with the federal provisions. Applicable sources in the state must also comply with the mandatory GHG reporting requirements.

Administration and enforcement. The DEQ administers and enforces air permitting requirements in Louisiana. The EPA administers and enforces the mandatory GHG reporting requirements.
