Comparison: State vs. Federal
• Rules. There are many mobile source regulatory requirements implemented nationally by the U.S. Environmental Protection Agency (EPA) that impact mobile sources in Alabama. In addition, the state has established additional programs to implement optional federal programs and state-specific requirements to control mobile source emissions and make progress toward attainment of all the national ambient air quality standards.
• Administration and enforcement. ADEM's Air Division is primarily responsible for the administration and enforcement of the mobile source requirements being implemented in Alabama. Jefferson County and the City of Huntsville have been granted authority to oversee the administration and enforcement of local, state, and federal air quality regulations within their jurisdictions.
