Comparison: State vs. Federal
• Rules. There are many mobile source regulatory requirements implemented nationally by the U.S. Environmental Protection Agency (EPA) that impact mobile sources in Minnesota. In addition, the state has established additional programs to implement optional federal programs and state-specific requirements to control mobile source emissions and make progress toward attainment of all the national ambient air quality standards.
• Administration and enforcement. MPCA is primarily responsible for the administration and enforcement of the mobile source requirements being implemented in Minnesota.
AUTOMOBILE EMISSIONS STANDARDS
No person may allow the emission of visible air contaminants from a motor vehicle, other than one powered by a diesel engine, for more than 10 consecutive seconds. Diesel engine vehicles must not emit visible air contaminants in excess of the following limits:
- 20 percent opacity for more than 20 consecutive seconds if the engine was manufactured before January 1, 1973
- 10 percent opacity for more than 20 consecutive seconds if the engine was manufactured after January 1, 1973
Exception. The visible emissions standards do not apply to two-cycle internal combustion engines.
