Rules. There are many mobile source regulatory requirements implemented nationally by the U.S. Environmental Protection Agency (EPA) that impact mobile sources in Virginia. In addition, the state has established programs to implement optional federal programs and state-specific requirements to control mobile source emissions and make progress toward attainment of all the national ambient air quality standards.

Administration and enforcement. DEQ's Air Division administers and enforces the mobile source requirements in Virginia. DEQ and DMV jointly administer and enforce the vehicle I/M program in Virginia.
