• Rules. The federal rules relating to chlorofluorocarbon (CFC) management are effective in Minnesota. The state law prohibits the release of CFCs and requires that CFCs be recovered from certain operations and managed in a manner to prevent their release. See the national section CFC MANAGEMENT for more information.
• Administration and enforcement. MPCA and EPA administer and enforce the CFC management requirements.

Prohibitions
No one may knowingly vent or otherwise release any CFC used as a refrigerant into the environment. In addition, Minnesota also prohibits the purchase, sale, manufacturing, or distribution of CFC-processed packaging.
