Comparison: State vs. Federal

Rules. The federal rules relating to chlorofluorocarbon (CFC) management are effective in Minnesota. The state law prohibits the release of CFCs and requires that CFCs be recovered from certain operations and managed in a manner to prevent their release. Administration and enforcement. MPCA and EPA administer and enforce the CFC management requirements.

Prohibitions

No one may knowingly vent or otherwise release any CFC used as a refrigerant into the environment. In addition, Minnesota also prohibits the purchase, sale, manufacturing, or distribution of CFC-processed packaging.

Recovery, Recycling, and Disposal

Similar to the federal rules, Minnesota requires that CFCs be recovered during the following operations and either recycled or properly disposed:

  • Automobile salvaging
  • Servicing, recycling, or processing scrap refrigerators, air conditioning units, dehumidifiers, heat pumps, under-the-counter ice makers, vending machines, drinking water coolers, chillers, commercial refrigeration equipment, industrial process refrigeration equipment, or freezers
  • Mobile air conditioning equipment
