• Rules. The federal rules for the management of chlorofluorocarbon (CFC), hydrochlorofluorocarbons, and other ozone depleting substances are effective in Washington. Consult the national section CFC MANAGEMENT for more information. In addition, WDOE has special requirements for the recycling of spent CFCs and hydrochlorofluorocarbons (HCFC) refrigerants.
• Administration and enforcement. EPA administers and enforces the federal CFC provisions in Washington. WDOE administers and enforces the CFC recycling requirements.
OVERVIEW
Washington defines spent CFC and HCFC refrigerants as dangerous wastes and requires anyone who generates, transports, or stores spent CFC and HCFC refrigerants to comply with all the applicable dangerous waste requirements. Spent CFCs and HCFCs covered under the special recycling requirements are those refrigerants used as heat transfer material in totally enclosed heat transfer equipment.
