• Rules. California has established a policy encouraging the voluntary disclosure of regulatory violations by offering incentives for self-reporting that include the potential for waiving or reducing a portion of the penalty.
California has also established requirements for the registration of environmental assessors to assist small- and medium-size businesses with site evaluations to determine if there is any contamination caused by the release of hazardous substances or wastes and what actions are necessary to remediate the contamination.
• Administration and enforcement. Cal/EPA's Office of the Secretary oversees California's voluntary disclosure audit policy. DTSC's OEHHA is responsible for the environmental assessor registration process.
