Comparison: State vs. Federal

Rules. In Oklahoma, the counterpart to EPA is DEQ. The Department is responsible for protecting Oklahoma's land, water, and air from pollution.

Administration and enforcement. DEQ has authority from EPA to implement its own air, water, and waste management rules. To receive federal authorization, DEQ's air, water, and waste management rules must be at least as stringent as the federal rules.
