Rules. Colorado does not have a state-specific environmental protection act, and generally follows the federal laws that require environmental review and the preparation of an environmental impact statement (EIS) for major projects involving federal agencies and having the potential for significant environmental impacts. Administration and enforcement. CDPHE and EPA Region 8 jointly administer and enforce the federal EIS requirements in Colorado.
