• Rules. Maryland has not established any state-specific spill prevention plan requirements that would be in addition to the federal Spill Prevention, Control, and Countermeasure (SPCC) plan regulations. The Maryland Department of Natural Resources (DNR) has prepared a self-certification SPCC Plan template for marinas that meet the federal SPCC plan requirements.
• Administration and enforcement. The EPA is responsible for the administration and enforcement of the federal SPCC plan regulations for Maryland.
