Rules. Maryland has not established any state-specific spill prevention plan requirements that would be in addition to the federal Spill Prevention, Control, and Countermeasure (SPCC) plan regulations. The Maryland Department of Natural Resources (DNR) has prepared a self-certification SPCC Plan template for marinas that meet the federal SPCC plan requirements.

Administration and enforcement. The EPA is responsible for the administration and enforcement of the federal SPCC plan regulations for Maryland.
