• Rules. New Hampshire requires the submission of federal spill prevention, control, and countermeasure (SPCC) plans to the New Hampshire Department of Environmental Services (DES) for specific regulated aboveground storage tank (AST) systems. The state has also established secondary containment, inspection, and operating requirements for ASTs. See the state section ABOVEGROUND STORAGE TANKS for more information.

• Administration and enforcement. EPA Region 1 has primary responsibility for the administration and enforcement of the federal SPCC plan requirements in New Hampshire. The Waste Management Division of the DES administers and enforces some state spill prevention rules related to ASTs, and enforces federal SPCC plan submission and certification requirements.
