Comparison: State vs. Federal
• Rules. Pennsylvania has adopted the federal closure and post-closure rules for hazardous waste treatment, storage, and disposal facilities (TSDFs) but has substituted its own rules in connection with certification of closure, certification of completion of post-closure care, and financial responsibility. In addition, the state assesses closure fees.
• Administration and enforcement. DEP's Bureau of Waste Management administers and enforces the TSDF closure and post-closure requirements in Pennsylvania.
